Water clear polyester casting resin - are instructions for use available on-line? I've lost the instructions that came with it.

Why not write to the company? I’m sure they can send you new ones, either by snail mail or electronically.

I need to stick bottle tops to the surface before pouring the resin over, is there a recommended glue to use which wont react badly with the resin?

Use a thin layer of resin with 2% hardener, I did it at the weekend about 75ml per square foot, use the spatula edge to spread it around, place your bottle top then pour the flood coat over the top 24 hours later

Can i use it for acrylic pen making

Not sure what acrylic pen making consist of, I covered a table top made out of bottle tops

How to prepare base to make it easy to remove. None sticky base for resin?

You can either try the already recommended method, or a thin layer of vaseline (petroleum jelly) works as well. Just be mindful that if you apply the jelly and don't spread it evenly, it can leave a pattern on your resin. (Can also be used to your advantage)
