it's like applying transparent mascara. it's a miniature mascara brush easy and quick to apply. the product dries within less than a minute and it's invisible. you can coat with regular mascara over it once it dries. hope it helps.

for someone who has over plucked eyebrows will this work to help them grow back fully in the places it had stopped?

It is not a major issue of mine but in the very small patches that i had overplucked it certainly did encourage growth but it was not immediate, it took at least 3 weeks to see the change
