Is there a release lever or function to open the blade for the next pipe!

Yes…slight pulling apart of the handles spring open the blades for your next cut. These are the best hand held cutters I have ever used.

Is a woman strong enough to use this tool to cut 1" pvc pipe

Probably! It cuts as it rackets through the pipe in small increments. That said, you may have the squeeze the handles together 8 or so times (guessing) to complete the cut on 1" PVC.
