Q: Tengo la aplicacion tidal en mi tv lg. cuando conecto el tv al dac por cable optico, solo se muestra 48 khz de frecuencia de muestreo y no 192 khz.

Hola. Yo uso el DAC para oir musica, conectado al servicio de música de Apple. La mayoria de discos vienen en formato 44.1 KHZ, algunos vienen en 96 KHZ y muy pocos en 192 KZ. El DAC automáticamente muestra la calidad en la cual está la fuente. Seguramente el muestreo que recibes es en 48 Khz. Habría que revisar si el streaming ofrece calidad superior.

Q: does this work on Xbox series x ?

I'm not an X-Box user, but the Topping E-30 has inputs for both SPDIF coax and optical, as well as USB input. If your X-Box outputs any if these formats, it should work.

Q: is the usb plug and play with a phones otg cable?

You can use it via usb on your phone but for portable use you need a power source for it.
