It's just a water valve...so YES. you CAN run a hose from the valve to where ever you wish. The real question is what 'connector' you are talking about? Because the HOSE needs to have a matching connection to your "connector."

Does this allow you to attach a handheld bidet sprayer to the toilet water supply without having to install any new plumbing?

Yes. The handle acts as a diverter valve. In one position, you have a constant water supply to the toilet. To use the bidet, you turn the handle to its alternate position to charge the bidet line. When finished, return the handle to the toilet position ; you don't want the bidet line to be constantly charged.

Where can I get an L shape (elbow) extension to connect this valve to the bottom of the toilet tank? I can't find in my local shop a 7/8 "

You do not need and elbow extension for a standard toilet tank. Make sure the T adaptor will fix. I can send you a picture.
