Would the green shade help the plants grow ?

The shade definitely helps reduce the heat/sun that causes dryness and overheating for the plants. So in effect, yes, it does help the plants to grow.

Does rain water come through or is it completely waterproof?

It doesn’t rain here in the summer. I used it to protect the sensitive arugula from too much sunlight. But when I would water I’d remove the screen because it kept most of the water from going through. So I would say it’s not totally rain proof but would protect young plants from getting too wet. I hope it works for you.
