Does all the toilet elevator fit all toilets

No. I would suggest measuring the base of the toilet to see if it fits within the dimensions of the Toilevator. If they do not, you would have to get the larger version, Toilevator Grande.

wil it work on elongated toilets?

It all depends on the base measurements. As long as the base measurements are within 22.5" L x 11.5" W,then the standard Toilevator should work. If it is larger than those measurements, you would need the Toilevator Grande.

Can you use it with a 10” rough in” ? What is the length of it ?
