I just received the milk frother and try several new AA batteries, but it won’t turn on, anyone else have this problem?

The button on top of the handle is not on and off, you have to hold it down to make the motor go. If you have fresh batteries in it and it does not go at all when you hold down the button, I'd return it.

Can you make whip cream using heavy whipping cream with this?

Interesting question. You might be able to a few times but I'd bet it does NOT have the horsepower to make whip cream more than a few times before burning out the motor. Best luck. For a few bucks you can't be hurt by trying.
