Q: Does it lock open so I can type on my lap?

The new 805L II version does. There is a sliding lock at the top of the keyboard to the left of the hinge. Dunno how robust it is, but it does "lock" the keyboard in an open position.

Q: can this keyboard be used with Dell Venue (Windows 8) tablet?

Just to be sure, I have the Dell Venue Pro 8. If you are asking about this device, yes, the Periboarf works. As a matter of fact, I am typing this message with the Periboard.ff fIn my opinion, the addition of a tethered mouse with the Periboard makes for quite a usable travel computer. All you have to have is a good OTG cable.

Q: Can I reassign some of the keys? For example I would like to change that Windows key to the Home button on Android. Is that possible?

The keys cannot be reassigned via the keyboard. Maybe there is some software available that will remap.

Q: Has anyone paired this with their Samsung Galaxy S4 running Android 4.3? Did it work well once paired?

I paired with my Samsung Galaxy S3 using Android 4.3 and it works extremely well. I suspect it will work just as well with the S4, possibly even better.
