Yes if you choose the custom programming option, you may choose any number as the starting range number up to 60,000. If you choose one of the other options, the range number will be random.

Are these printable? can i print ids on the front?

Yes, these are CR80 PVC cards. You can print on them with any ID card printer (but not with an inkjet or laser printer).
