How is the old system better even if you add a fresh water bucket from the dollar store?

I am afraid I don't understand your question about the dollar store. And I haven't had the old system. This is the first O-Cedar bucket floor cleaning system I have ever owned but its awesome. The clean and dirty water are separated and the the wringer wrings the water out really well.! Does that help??
