Is it a trivet for hot pans?

Typically. That's my definition of what a trivet is for. This one in particular I think the mfg is just showing one if its multi-uses as a serving piece as well. People use them as bases for under centerpiece arrangements as well. In the store customers will pair them with Cheese knives and spreaders to make up a nice gift set for host gift and such.

What’s the actual size of this? on the product page, i see two different ones. one says 1 1/4 x 8 1/2 and another one says 2 x 2. i’m confused.

it is 8 1/2" wide, 1 1/4" high. I do not know what the 2x2 measurement is, it is probably a typo from the Mfrs' description.
