Everyone says it cuts through layers of fabric. How does it handle just one layer of light fabric?

They are very fast. You need to be careful cutting . Larger pieces ,like batting or heavier fabric cut like butter. Accuracy for smaller pieces of fabric is trickier.

Can that be charged at 220 voltage?

My wife just received the one she ordered and there is a cable with a USB-A plug on one end and a mini phone plug on the other. No charger at all. Not a problem as we have a rather extensive collection of chargers left over from obsolete (and discarded) products. If you have a charger that meets the USB spec and is suited to your mains voltage, it will work fine these scissors. (There's ***magic*** inside the charger that converts the mains AC wall power to 5 VDC) Most charges I've seen have the specs in teeny-tiny print on them, both input and output voltage.

Are these Electric Scissors very noisey?

There is a noise, but I consider it to be a normal type of sound - nothing annoying or overly loud. Much like the sound of an electric can opener when you use it.
