what is the smallest diameter circle that you can cut?

I never figured this one out for circles but used the other tools. I bought Brand: WICAND 4.3 20 Cutting Tool Lens Glass Circle Cutter Stained Glass & Regular glass. And cut down to 3/4” easily.
