Yes, but not necessary, the pigeons can only eat on one side after being installed on the wall, and it can accommodate more pigeons to eat on both sides at the same time if placed on a wide and flat ground

What is the point of the bars?

It attempts to prevent birds from standing in feeder but is not always successful. Some still find a way to stand in it while they are eating or crossing over!
