Will I be able to hang this frame horizontally? Does it have mounting hardware already attached?

Yes you can hang it either way. It has a hanging thing for both options.

Will the 20x27" frame fit a B2 size (27.83 x 19.69) poster or should I size up to the 20x28"? The 20x28 is listed as 28.8", is the same true for 27"?

picture frames generally run 1/8" larger than the advertised size in order to fit well. but 27.83 is going to be too big still. I would size up if I were you, unless you want to trim your artwork

How thick is the flexiglass? I have tried other frames and the clear plastic is too thin and doesn't lay flat.

The flexiglass is very thin. It lays flat but, the frame itself is flimsy. I can't pick up the frame to hang it without the flexiglass coming out. If I pick it up by the hanging mechanism, it will hold. I'll be hanging this in our garage so not a big deal. Would I buy it again, no.
