Hello! is this product compatible with hp11th gen?

I assume you mean you have a hp computer with a 11th generation processor. It should work fine if your hp computer has 2 USB-C ports, one probably for laptop power and the second for USB-C devices. I am using my Dell DA310 USB-C Mobile Adapter with a Dell laptop with a 11th generation processor with 2 USB-C ports and it works great.

Is this 90watt? i am using a dell xps 13 plus with its 60watt charger. my laptop is showing that it is downgrading the wattage to 45watts...

You probably are not using the right cable. USB-C cables for high power have a chip inside that reports the cable is capable of higher power.

is this compatiblewith Dell XPS?

The 60 watt power supply provided with Dell XPS 13 does not deliver 60 watts via this dock. It appears the dock is using 15watts for something.
