Does anyone know if the little yellow tab near the top of the backpack have a purpose?

I presume that it is what Pacsafe describes on their website as "External attachment points for small items like pouches, locks, or rain covers". There is only this one such tab on the backpack. It could be used with a karabiner type clip.

Can this be brought as a personal item to fit under an airplane seat?

I used it as a personal item under the seat on a U.S. domestic flight

What does it weigh? How many liters?

When empty it weighs 1.6lb The size is given as 25L

Is the top edge padded, to protect the laptop if the backpack falls to the ground top-first? (Such as sliding off a chair/table?)

The top edge has the same amount of padding as the rest of the lining. It does not have extra padding.
