Question 1

I want to use this is a mini server with 2 disk drives.  But it only seems to have a power connector for one drive.  What do I do? Is there another cable or should i be looking at a different power supply?

If you aren't using the old style 4-pin IDE connector, you can get an adapter that will convert it to a 15-pin SATA connector.  I searched for "ide to sata power cable" on Amazon's site and found multiple options.

I have a 4 pin output 12V power supply, do you have the 4 pin Power jack (w/ detachable mini-Fit Jr. adapter)?

Question 3

What size (in amps) DC power supply would be ideal for this psu? Can I use a input voltage of 13.5v will it regulate it down to 12v? Thanks!

Enough to power the *entire* load your motherboard presents, plus a safety factor for inefficiency plus startup.  It does not regulate the 12V, so no.  Use a reputable 12VDC power supply, not one of those $8 specials.When I use these, I build the entire system and power it from an ordinary high-efficiency PSU, run at full load.  Measure the power draw with a Kill-A-Watt.  Size the 12VDC supply accordingly.

Can this work for a 20 pin atx power connector?

The other answers may be correct, but it does fits into the 20 pin connector on a board I have.  Unfortunately there are caps next to the connector that prevent it from actually plugging in all the way.  I'd say that it would probably work on a case-by case basis if there's enough clearance.  There are other versions like the picoPSU-120 that are actually made for the 20 pin atx connector though, so I'd recommend that you use one of those instead.
