Will this 20 ft cable work as an extender to a 10 ft cable or will I need a "repeater" cable?

I have used an extender, and it has worked for me.

I have 3 hard drives connected to a usb3 hub. if it's connected to a computer ~15 ft away with this cable, does it get usb3.0 data transfer speed?

I would guess that the Data X-fer speed would be within a spec range for the arrangement.

Is this product waterproof?

The cable itself would be water resistant because of the wire insulation but do not know it's resistance to water if left immersed. The connectors are not waterproof. A waterproof connector would require a molded outer cover into the cable, and the socket it's plugged into would need a rubber or silicone sheath that surrounds the plug the cable would go into. If needed for outdoor use, you would have to shroud the connection to prevent water from falling onto the connection.
