What size waist will it fit?

Does not have a "belt" but a shoulder strap and loops for a belt, so answer really is any.

How much room for xtra clips does it have? Are the clip holders on inside or outside of bag?

There is one place for a magazine on mine and it's on the outside. I suppose you could carry extra mags on the inside but there's nothing to keep them in the correct position so if it was an emergency you'd have to look at the mag to see if it was correctly oriented or not. Better to use belt mag holders and have them already correctly oriented to save time.
