will this support 2 monitors at 4K resolution ?

Spectre x360 models have some problems. Not sure about other models.

Hoe many monitors can this run at once?

I have 3 hooked up. You can use adapters depending on your monitor cables.

If one is using it with a macbook pro, does this charge the laptop all the time it's plugged in? is there anyway out of it?

Generally speaking, when docking a laptop to a dock, the system will be using AC power while docked due to the extra drain on the system. The system will charge while docked.

Does this dock support dual 4k monitors? my 4k monitors only have hdmi ports. will dp to hdmi cables work? if so, do i need active dp to hdmi cables?

Yes, yes, you don’t need active.
