Is there a wind rating on these brackets?

Not that I was/am aware of. If you are worried about wind, I suggest using alternate bolts with Lock nuts and mount the panels/brackets on a sturdy wood or steel frame sunk in the ground with appropriate depth footings. At my location, I built a free-standing wood frame using 4x4 uprights, set in cement, with 2x6 and 2x4 cross members upon which my panels are mounted.

What material are these made from?

They are aluminum, very adjustable and seem good quality.

How many mounts come in one order? Is it just one bracket or two in a set?

I don't remember if I ordered two or if they came that way. I needed two to hold up one panel. It should specify on the site.
