What works best to cut it down?

I think you could cut it down with a circular saw to get straight cuts but I’m not sure it will still fit if you are putting it over a box below it. The sides are sloped so that it fits inside of the box below it tightly. If you cut it then it won’t fit into the box and you might get leakage. Something to plan out.

Can you cut it down to get only an inch or two rise?

Yes just measure to make sure it will still fit inside before making cut.

Will this work on a standartpark 12x12 catch basin as well for a riser?

If I understand your question yes it works with a 12" basin or without a basin bu the basin of course has the inlet/outlets.
