What size are the drawers - need to store 12 x 12 paper

Yes, 12 x 12 paper will fit. The cases/drawers are about 14 x 14 (slightly bigger). Very nice cart.

Can the hinged lid/covers be taken off so the drawers are open-topped?

I use my scrapbook cases for everything.. They are 12"×12" so deep enough for me to put a bunch of things in of all different sizes. The cases that come with the cart, latch closed. Keeping anything inside. I've dropped one from about 3' and didn't loose anything in it or Crack the case!! It is a good hard plastic so technically you could but you defeat the purpose of them latching closed. Plus you'd probably need to use a hot knife. Otherwise it would be sharp. The same company makes the exact same cart with open drawers now, plus bigger ones etc. Good company, get ahold of them if you have issues. I actually go to them if I need plastic storage before I look anywhere else. They have a website. Just search iris USA.

I understand it comes assembled, but can you disassemble it? Like do the sections of the frame snap apart? I’m interested in making it 3 drawers high

Yes the definitely come apart. Each drawer section snaps apart and the top comes off. I bought a 6 drawer and a 3 drawer and have them stacked 9 high. It has to be on a flat stable surface or else it will start leaning. I love them. If I had space I would but atleast 9 more. Real gamechanger to organize scrapbook items and be able to grab a drawer and take it with you.
