Will these pads polish smooth rough quartz?

These pads are for finish polishing of stone tiles or composite countertops to remove fine scratches or smooth sharp edges. They would not be the best tool to smooth a rough surface of any size.

I poured an exterior concrete countertop. Will this product work on smoothing out the finish and getting it prepared for staining?

I have not used these on concrete, but I would be doubtful that they would work unless you had something (like a grinding stone) to "smooth out" the finish first before a final polishing with these pads.

How do you avoid or remove swirl streaks left by these pads? I kept rpms low, but the 800/1500 pads leave dull marks/smudges.

I didn’t have that problem. Sorry, it may have been the material you were polishing. I was polishing real granite. May try using water with the real fine pads is all I can think to try
