Anyone no of one that fits the Toyota with a safe or if this can be modified?

Yes,the center console tray fits 2020 toyota tundra crewmax.CHECK FIRST: If your TUNDRA original center console comes with a small organizer which rides on TWO RAILS ( two rails positioned at the front and back of the box) ,the JDMCAR full sized tray will NOT fit.

Can this tray be modified or trimmed to fit a 2013 Tundra. The ones that will work with 2007 to 2013 are rather small?

No idea. But if you are talking about the length and not the width you may have a hard time trimming this. The plastic seems sturdy but it would be hard to trim unless you were using a high RPM dremel with cutting blade or similar. I would not suggest trying to cut using manual cutters as I believe the plastic would shatter or crack in places. I have this tray in my 2016 Tundra. I like it OK. The pain is when you actually need to get under the tray if you are driving. You literally have to remove the whole tray and lay it on the seat or something and getting it back in is a bit tricky while driving. I have seen shorter ones that can slide back and forward while in the position but not sure about the year trucks you are asking about. Surely there are some for it.

Can the Tuffy 323-01 lock box be installed underneath with enough room for the tray to fit and still close your console lid?

Yes. It fits great -- just like it came from Toyota. It fits in place, leaving room below it, and the cop/lid closes just fine. It has 100% met my expectations. I don't know why Toyota does not include it with the truck.

Really decent fit, and very much an improvement on the cavernous center consoles usefulness. Occasionally a bit finicky, has to be lined up just right for the lid to close and latch. Small problem overall.
