No, this is the same chemical compound that is found in the felt pads, one or the other will suffice, both are not needed.

This gets applied on terminal before installing cables?

No, after you've cleaned the terminals and cables and everything is securely installed, brush on a coating over the whole thing. I made the mistake of thinking more is better and gave it a few thick coatings and later it sorta oozed all over the top of the battery. A light coating is all you need to stop any corrosion. I also bought a battery tray mat to neutralize any acid and protect the tray. Worth the money in my opinion. Good luck to you

Do you apply this to the battery post before pushing on the battery connector and tightening it?

Apply NCP2 to the battery terminal posts before installing the battery leads. After installing leads apply some more NCP2 to the outside of the battery/lead terminals and you will be good to go. Periodically check your battery terminals for corrosion and clean off any corrosion if present and then reinstall NCP2 and the leads to your terminals. My batteries have not needed any re-application of NCP2 since initial use. Good Stuff!

Will this cause problems with a battery tender? My car is in storage and needs the charger, but I want to clean the rust. Thanks.

This product remains soft, so there shouldn't be a problem connecting a battery charger. If you're unsure connect the charger to clean terminals first then put the product on both the terminals ans charger connectors.
