yes, this is plastic. and it only drains from the front, so measure your sink area well, if you wish the darn thing to drain. even then, we had to place a cutting board under the opposite end of the rack in order to tilt it enough to actually drain... i'd say this was a 3 star item... not so bad... not so good... does the job with some common sense! hope this helps!

Are there small holes in the bottom for the drainage, or large slits? This is for use in a lab with small pieces.

No holes in the bottom. Drainage is a problem. Water is held in the bottom and has to be tipped out when you are done. Depending on what you are doing, it might overflow the ridge around the edge. Also the lower layer is level and the water does not drain down the lip on one side.
