what are the strap dimentions? i can't put strap on forehead and then put the chin strap on. when i put chin strap on i end up releasing snaps

I use it without the straps just fine.

Do you just pump it up and lay on it or is there an active exercise you do with your neck?

there's no exercise, you either pump it and release it to milk your vertebrae or you pump it and hold it for two - three - four minutes to create curvature in your neck. you probably need to go to Chiro to get advice on usage, both wether to use it and how.
