Is the shaker jar refillable?

It sure is. The lid screws right off. Thanks for the question because now I don't have to keep buying this refillable shaker container; I can buy the salt in a bag & just fill up the two shakers I have. I can hardly believe it didn't occur to me before reading your question that I could do that -- & thereby save money. Again, thanks for the question!

how is this different from Sea Salt I can get in the super market?

Real sea salt is whitish gray the kind in the supermarket has not as much minerals and if its pure white its not pure...Celtic salt is so good for you!!

Should the top (under the lid) be sealed? I just received my order, and the lid was on but there was nothing sealed underneath.

Yes! I bought mine from the market and it had a foil seal under which I had to take the lid off to peel. I suggest you send yours back and get a exchange. The salt is a great product, so I wouldn't get refund. I hope it works out for you.
