Not sure I bought it as a gift for my daughter. But it is just sheets of foil. You can cut it and apply how you want.

Do these work on natural nails

It matters on the nail polish you use. It needs to have a tacky surface to stick to. I used it on my natural nails with gel polish

Can these be applied over gel?

You need foil transfer "glue". It goes on like a base coat. Cure it. Put your foil on to your liking, then top coat it w gel polish topcoat.
