It's adjustable to fit a variety of bikes, I would say most likely yes.

works with carbon seatpost?

The clamp has a lot of adjustment and works much like the quick release on a seat post or wheel. Never had a carbon seatpost so can't give you 100% yes answer.

Will fit on a scott scale 950, 29"?

I mounted on a Specialized Rockhopper 29'er. As long as you don't have rear shocks you are fine. It's very flexible.
