Are there two buckle / rings?

Yes two (2) . One for measuring cups and 1 for measuring spoons

What is the end of the measuring? Do I fill liquids all the way to the top? If so, how would I prevent spilling?

I have tried with liquids and they haven't spilled. Also, you don't have to fill right to the brim but for dry item you surely need to fill it up max.

When will i be receiving the balance of my refund? i was paid back only aed 0.37 when i paid aed 29.00 for both item and delivery.

Check your bank statement. Generally, you get the amount back to the original payment method within 5-7 business days but I have always seen that it happens with 2 days and in gift card in less than 24 hrs.
