are they 100% cotton?

They are 93% MicroModal Modal (whatever that is) and 7% Spandex. The crotch is lined (with what sure looks and feels like cotton). For years I wore 100% combed cotton. On a whim tried these.. and LOVE them! ALL I will wear now. SUPER comfortable.

Does the flat leg binding have elestic

Yes it does, but it doesn't cut into your legs and I have found them very comfortable and plan on purchasing more when the need arises.
