Will this fit on a dremel 100?

I am not familiar with the Dremel 100, but I do use Dremel and Dremel style drills by Sears and other makers.  As long as you have the correct collette I would assume it would work.

Question 2

Could these be used to enlarge a hole/create a slot for internal wiring in a set of steel handlebars?

I believe you could, using a Dremel style drill, other style hand held drill, or drill press. I would recommend making the hole with a standard drill bit, then de-burr or enlarge using the cabide burr set.

Question 3

Can these be used to grind away part of an enamal farmhouse sink? I need to take about 1/4 of an inch off the sink corner to make it fit.

Most enameled sinks are cast iron under the ceramic of the finish.   It would be hard for the carbide burrs in this kit to grind off that much material.   It might go through the entire set of burrs before you got finished.   These burrs only have 1/8" diameter shafts on them so you would not be able to lean on them very hard to remove the sink material.   A local tool sales store close to you would have 1//4" diameter shaft carbide burrs that would be more up to being able to remove the cast iron.   Get a double-cut carbide burr as that will cut the cast iron material better.   You can put the 1/4" carbide burr in a router and that should work well.   The high speed of the router should allow the carbide burr to cut both the enamel finish as well as the cast iron.   Be sure to spray water on the enamel as it will flake off if the work area gets hot.   A spray bottle with water spraying on the work area should keep the temperature down and keep the enamel from flaking off.   Just go slow and keep things cool and you should be able to do this.   It will take a while and will make a mess, but you can do it with the 1/4" diameter double-cut carbide burr.   Just go slow and don't force it.  Wear safety glasses and gloves for this job.

Question 4

What is the HRC? That's the scale to use for these bits. The A scale is for thin metals.

The HR stands for Hot rolled steel, which is harder then cold rolled steel. The C stands for the Rockwell hardness scale which each metal is graded by. The C scale is graded to each piece of metal, which is a number that can only be obtained by using the grading instrument.
