do you warm up the white pencil then pick up rhinestone?

No. A white nail pencil is generally used on natural nails to brighten any yellowing. Some are dipped in water first. There are tools for picking up gems, but you could use the tip of the brush handle to place them. Just put a tiny bit of clear product on before attempting to pick up the gems.
