I keep reading that jasmines need more phosphorus to bloom, but this is 9-3-6. Does anyone know why?

I am beginning to suspect the same thing. I have been using this fertilizer every watering since September 2020. Haven't seen one bloom/flower yet. Just vigorous vine growth. I am gonna switch to a phosphorus heavy fertilizer from now on.
