Can I just slap this on a drive? My m.2 in my laptop runs a bit hotter so I wanted to just throw this on without adding a heatsink on top of pad.

No you shouldn't use these thermal pads by themselves they are made to to remove gaps in between two pieces because air is a poor thermal conductor adding these just by themselves will actually inhibit cooling because you are adding more layers so that they don't get as much airflow as if the thermal pad wasn't there which will inihibit cooling. You want to cool down your m.2 get these and then a $10 heatsink that will clip onto the m.2.

Yes. These pads provide cooling on their own, but not as good as with heat sinks.

What does the black one that the blue an grey ones don't

This ADWITS 200*100mm at *0.07mm thickness pad are made of graphite, super thin and high conductivity. The other 20x67mm at 0.5/1.0/1.5mm thickness black and blue ones are made of silicone.

Can I stick these together to make a thicker piece?

You can, just keep in mind that the thicker you make them, the less efficient the thermal transfer will be.
