has Anyone used this for Nerf guns? If so how many guns where you able to hang using these hooks!

At least 13 Nerf guns you can hang.

Does this set work with wall control metal pegboard?

Yes it will. I actually ordered it for some additional pieces for my "wall control" set. HOWEVER they are a much smaller diameter than the wall control calls for so they don't fit well and tend to fall out when you take tools or items off them.

does it come with enough peg locks for all of the hooks? The photo says 20 but there seem to be 9x4 sets of hooks which is obviously more than 20

Yes, there are plenty of peg locks as not all types of peg hooks require the use of the peg locks.

Does this work for hanging rakes and tools?

Yeah, it should work for that. There are some black plastic ones also available which are either J hooks or L hooks which might be more cost-effective. I use a mixture of both
