No, it is a seat adapter that you can use for your own seat to work with the FitDesk Bike Desks.

Q: is this compatible with the marcy NS-652?

Yes, the FitDesk Universal Saddle Extender adapter will fit the Marcy NS-652 foldable exercise bike. However, you will sit about 3" higher with a new bike seat attached. Because the supplied seat clamp with this kit has a post stop that prevents the seat from being lowered farther on the bike post. You will therefore have to lower the Marcy square white seat post two holes. If you are currently using one of the two lowest positions your feet will not touch the pedals. You could buy a different seat clamp that doesn’t have the post stop and lower your new seat an additional 1’ to 1 1/2" and thus have to lower your sq. white seat post only one position instead of two. See my review below with a photo of the adapter attached to a Marcy NS-652.
