Why did neutrogena discontinue cosmic black eye liner? It was the only eye liner perfect for me!

Does this wash off easily without needing eye makeup remover and all the tugging that comes with that?

No. Not easly. But it stays all day without smudging. And you need to make only a little line for the great effect. And, your eyes will not sting.

Can you use this as an eyebrow pencil?

If you're thinking of feathery strokes to help fill in your brows, you could probably use a brush to apply this. It definitely stays on all day without smudging. But without using a brush, I'd say the application would be too heavy for a natural brow look. Sorry, I don't think this was much help :(
