how exactly is this 'new and improved' ?

Not sure, but the item weight 'new and improved' is .64 oz and the 'old' one is .84 oz - per unit or not, if that is the difference it can be packaging or slightly different gas. There's no mention of ozone free in the 'new' one as well

It says there are 10 oz (4 Pack) (2-unit ). Does this mean that there is a total of 8 cans?

They changed the description after I ordered. It did say 4 pack, qty 2, which should have meant 8 cans. The “qty 2” was removed from the listing after I ordered and what I received was 4 cans, total

Can you take the cap off and replace with a different top? We want to use this as a refill for the Ssscat cat deterrent

Yes you can. It's a bit hard to get the cap off though. It's a lot less pressure and less noise from the ssscat so may not scare them, but if you adjust the sensor down and then flip the whole thing upside-down (so the can is in the air and the sensor is on the table/ground) it increases the pressure and works similar to those expensive ssscat refills
