Can i use this over a polyacryclic sealer that was supposed to have a matte sheen? or do i have to sand it off first?

If your not happy with how the sealer is looking, the dead flat varnish isn't going to make it look any better, so then yes, sand it off. Otherwise I'd do a test either on inconspicuous area or make a test scrap piece and apply the sealer and then the varnish, let it dry and see if it adheres well to the sealer.

Does this provide enough protection to be used in an application for kitchen cabinets?

Lisa, I have used this product on a painted table top and it has held up well. The paint is a light color which may hide scuffs a little more than on a dark surface. I would think that it would be fine on a vertical surface which would get less wear than a table top.

Can this be used over a semigloss latex paint to dull the gloss?

I am by no means an expert. I used mine over a flat latex and a chalk paint. But I believe it would reduce your gloss. It is a beautifully flat finish. I love this varnish!

Can this be used over wallpaper which is in close proximity to a sink?

I can't help you. I Love to use it on furniture over chalk paint. You may need a matte poly close to the sink.
