Can this spray be used to coat Gundam models over Enamel paints?

Yes it can. Just search Tamiya TS-13 like I did on the internet or go right to Tamiya's website. Right there Tamiya stated it can be applied over enamel paint but I didn't read far enough to see recommended cure times.

I just want to make sure this is the clear coat that you put on before decals. then use the flat clear after decals.thank you :-)

I'm not sure if it is recommended before or after decals. I would imagine depending on the decal this clear coat may bubble. I used it as a clear coat after the main paint job before I put the decals on

How long after spraying my last color coat should I wait before spraying a clearcoat finish? I’ve heard 2-3 hours, 24 hours, and 4-7 days.

I would wait at least a wk. Then spray light coats . Watch for lifting specially in places that the paint gathers . I have done a lot of painting so just be careful

Can I use this over acrylic paint?. (I use Vallejo air and some tamiya acrylics

I used it over acrylic paints without issue. I did several thin coats, then one heavier coat. Provided a good gloss finish.
