Can I use it when have done keratin straightening?

Personally, I wouldn't suggest it. It may be sulfate free but I think it's high pH (dries out /strips hair. I would go with the most gentle shampoo you can find. I believe there are shampoos designed for keratin treated hair. I would look there.

Is this shampoo blue that the color of the product? Does it tone and brighting highlighted hair

No the color of the shampoo is white not blue. Yes,the shampoo left your hair very soft and hidratated ,besides gives you Bright is better if you used the conditioner also.

Can this product safe for permed hair?

I am pretty sure you can use it on Permed hair it is made for curly hair so if you have a curly perm then definitely. I have naturally curly hair and I love it. I used to use Pantene curly care line but it made my hair frizzy because of the sulfates so I have been using this for probably about 3 years and I love it.
