How many black and how many white sashes are included?

Ten black sashes and two white sashes.

do they velcro at the bottom to hold together?

They are lightly stitched at the very bottom. It's great for an adult, but way too big for smaller children. However,we were able to adjust them easily. Definitely recommend this product
