I've tried it on a shaded lead pencil patch, attempting highlighting, and the tip moves around too much to do anything intricate. I then used a pink coloured pencil and it only managed to make it a slightly paler pigment. I would therefore say, in my opinion, it's not suitable for what you are asking.
