It seems to maintain which ever temp chosen. It's not an all or nothing thing. High is high enough to low boil so I mean it does a lot for what it is **Q: What can you steam with this?** A: I have steamed veggies with it. Broccoli, cauliflower, green beans so far and they come out perfect.
