This fan setup with a peltier contact cooler on the back and sides of the neck would be really nice but you would need at least another fan to blow over a heat exchanger to exhaust heat away from the neck. This type of fan is powerful but loud and no real solution, sort of brute force. noted that some of the plastic casting on mine is not complete. holes are blocked some places but enough holes to work.
